Homebrew Why 3DS Camera doesnt work in the Camera App or any game, but works in Homebrew apps.

I Already tryied to format. it didnt work. Only occuring in my 3DS XL, i have a OG 3DS and the camera works fine.
Both in the newest firmware
EDIT: Only the Outer camera have this problem
