You want a driver for windows?
Usually, you connect it to your bluetooth (With BlueSoleil?) and Windows automatically detect it.
Then, it's up to the program you use to include it.

Glovepie is often used to use the wiimote on computer and convert the input to Mouse/keyboard input.
But if you want a driver to include in your own program, then I think I have what you want.

These tools were released by Johnny Lee (the one who made head tracking idea using a Wiimote)

WiiDesktopVR.zip : Include Wiimote driver sources
WiinRemote_v2007.1.13.zip Test your Wiimote on computer
WiiMultipointGrid_calibration.zip
WiimoteWhiteboard.zip

Edit:
Oh, just go to his official website : http://johnnylee.net/projects/wii/ ;)
and check this link : http://channel9.msdn.com/coding4fun/articles/Managed-Library-for-Nintendos-Wiimote
