What's a situation where you'd feel comfortable telling the person issuing the threat to make good on it if they think they're capable, you'll be waiting, and when you would deem it warrants seeking help for personal protection and safety?

Depends on many factors:
Option 1: Is this person someone you know personally?
Report it to people you trust
Option 2: is it a online noob just talking trash?
Ignore it and move on with your life
Option 3: Are they threatening to leak personal data?
Forward an email to local PDs and let them investigate, if it's just forum bs banter then see option 2

I remember receiving a threat from someone on here because I criticised Israel about ten years ago. I lol'd when I read it.
