Based it on pics in a launch-day wii user manual which are of 1.0. Some pics can also be found in an old Nintendo press release. If you have a launch-day wii, take a look in the users manual (NOT the "Quick Setup" guide), the pics are most likely 1.0. Easiest way to tell is to look at the blue line in a pic of the main screen. If it is straight, (no "dip" in the center between the settings and mail buttons), it's 1.0.
I have to run right now (got to go to college to buy books and get a parking permit), but I can post a few pics of my wii running the look-alike later.

Most of it was built like a normal menu theme. One BRLYT hack, and 3 image replacements. I also hacked the settings menu HTML and removed all options that weren't in the 1.0 menu. I'm still confused about the 'Wii System Update' though.
