I just watched the Tutorial from Flare Games and I never saw this Icon.(At the End of the Post)
For what is it used ?
Is it standard preinstalled in the U.S. ?(PAL doesn't have this Icon)

I don't have it, but some of my friends have it, it's installed when you go to a nintendo zone spot with your 3ds on

It's pre-installed on USA consoles. Tapping it just gives a message saying the feature has been discontinued, but thanks for using!

Also, OP, if you're curious you can open it with HANS (you can select it on the selectable titles menu)

I don't have it because my 3DS is PAL region, but my cousin had the Nintendo Zone icon because his 3DS was imported from Saudi Arabia, and is USA region.
