Hacking What is DevMenu for ?

Hi, i had cfw on 11.3. now i have 11.5. and no cfw but that is no problem right now.
One thing I can run is DevMenu..what is that for ? Can I do something with this ?

IIRC, Devmenu allowed you to install CIAs onto your system and was made using the Nintendo SDK.
It's since been replaced with FBI

so it's not functioning now ? can I use it if i dont have access to HBL ? can it install all CIAs or only Legit CIAs ?

It's only usable with a CFW and will not work through the HBL. It requires CFW for the signature patches and kernel access that HBL doesn't have.
