I fact checked, nope. It’s not. You only get a banner notification when a download is complete.

The accent colour is blue on the light theme and green on the dark theme. Haven't seen the videos but it's just probably that they all use the light theme while you use the dark theme.

Yesss, finally. I checked it with a second account (added my main to friends) and got the blue notification dot. I used the white theme.
Also when someone adds you back you’ll also receive this blue notification. (Green on dark theme)
