Out of all the games I've played on the DS I've enjoyed The World Ends with You the most.

Strategy : FFTA2
Action : TWEWY
Racing : Mario Kart
Simulation : Phoenix Wright series

I can't give a "best" DS game. Like ShinRyouma said, I love many, in many different categories. But just for the sake of answering something, I'd say Tetris DS.
