ROM Hack What are my options for creating a Game Mod/Patch?

I have a few CIA games on my 3DS, with mods I'm developing. I have been running them using NTR CFW and LayeredFS.

When I go to release them, I'm curious what all my options are.
As far as I know I could:

• Extract/Repack a 3DS Rom File
• Release the FS changes and tell users to use NTR/LayeredFS
• Possibly repack a CIA Official Game update
• Repack the CIA

I wanted to release a "patch" like the old days though and no modified roms or raw files.
Hoping to hear back some good news, as I think several other teams here have pulled this off.

Would an xdelta patch of sorts work? The only way I really know of releasing would be the raw files with the ntr layeredfs format, or as you said, an already patched CIA which nisnt exactly legal. Hopefully this means the thing I've been waiting for may soon see the light of day!
