What you did before was the installer that completely different than just replacing the 1.3 file.

Should I stick with installing .cia files? I didn't know Gateway was off the map it's been a while since I've modded the 3DS.

Gateway is SHIT.
You can use Soundhax to install CFW. DO IT. 3ds.hacks.guide

Arm9LoaderHax that is the previously supported bootloader, it is no longer supported , You can think of B9S is A9LH successor.

If you are using Luma 9.0 and B9S 1.3 then you can update fine, just that if you update, you will need to get a ntrboot flasher , a R4 cart, it is recommended to make one while you have CFW up and running , that way if you mess up you can use ntrboot flasher to install B9S strap again, just that on higher firmware like 11.4 to 11.6 if you are on stock firmware you are require to do hardmod, dsiware transfer or the ntrboot method, which ntr is the easiest, dsiware require another 3ds that already hack to do a system transfer

The question is do I NEED to update to run .cia games I install with FBI (which just so happens to still be on my 3DS)? I just wanna install games and play them I don't really want to update I don't go online or anything like that I just play the normal game and stop there.
So no update is required then correct? (in my case)

To get update for game and to access the eshops you would have to update, you can update the system firmware you wont get ban for that. You dont need to update if you are installing via freeshop and fbi. I recommend the NTRBootflasher so you have a backup up solution to corrupting your cfw completely, all of mine units is on 11.6, you can buy the one shown in the thread below. Cost around 20 dollars.
