Hacking Upgrading a 3.2J to 4.2J .. safest way?

Also once on 4.2J is there any app that will let me change the region/language? I currently use anyregionchanger but it's really old and am not sure if it will stick work or brick my console.

no necessary upgrade to 4.2,, better choice is 4.1 cause 4.2 and 4.3 just remove previous hack. u can do that with ModMii.
The few times i changed region, i used regionchanger. i never got problem.
