That would block the entire internet, not just updating. Even if you didn't care about that, MAC filtering would only work at your house. There's nothing stopping the child or anyone the child asks to add a new internet connection. It's quite possible some adult in the child's life would want to add an internet connection at their house and buy Pokemon or something.

Only until the update comes out, which could be months away. I don't want to block updates until an actual update comes out. But since that's too risky, you suggest blocking all internet for weeks to months beforehand.
The correct solution would be for them to lock updates behind parental controls. In the early days of the Wii U, you needed the PIN to update, but then they took that away.
