The Pokémon star download said something about a “garc”? I have literally no idea what the heck that is, and would like to. I can quote it for you if you’d like.
It's a bit strange, since we have bootrom dumps with all the keys, that Citra hasn't added support for encrypted roms yet... Even if you need to provide your own boot9.bin file, they are all the same so you could find one online.
You can also use MicroSD Management which is built in to n2/3DS consoles and faster than FTP (there is a cia that can be installed on o2/3DS as well)

Hey, I gave you misinformation. Sorry I didn’t know what I was talking about. Yes, you can run .3dsx, and Citra is not supported on 32 bit. Only 64 and above, again, sorry, never take what I say at co plate face value. Always get a second opinion.

No problem! If it doesn't work, try searching for Citra in your distribution's software store or something. Assuming you're using Cinnamon I think it has something like that, not sure though.Okay will do thanks for helping out
