Lately I've been playing Pokemon Fire Red on my 2DS via a virtual console CIA. I've been wondering if I can transfer my Pokemon from Fire Red to HG/SS via pal park. So, is that possible?

No, you can't do that with the 3DS, the only way to transfer those Pokemon would be to get your save file (vc) exported, then converted to a readable VBA save file and then use emulators (or flashcards, if you have a DS/DS Lite) to transfer through Pal Park, alternatively, you can use PkHex to copy a Pokemon to then transfer it to your copy of Sun and Moon

I think is rather troublesome to use flashcards because for once, is not as you may think it is, is not as you can just put an R4 and then use a .cia, for this method you need a NDS/NDSLite so you need to:

1 - Get the savefile from your VC game
2- Convert it to an emulator/flashcard-able savefile
3- Transfer said save file to your gba flashcard of choice
4 - Set up both the flashcard and a Gen 4 game on your DS
5 - Do the whole transfer process from there

If you ask me the quicker method is to just use PkHex, but if you're insistent in the method with flashcards, then

May work, or just getting an EZ-Flash and a slot1 flashcard for your DS'll be enough for what you're looking, this tool may work too

The PkHex method is quite straightforward, after downloading the program you're able to open any savefile from any pokemon main game available, even console exclusives (XD/Colosseum) the moment you open a savefile with PkHex you're going to access the boxes you have in the game, as well just about anything the game has to offer you, such as your training SID, PID, and all the Pokemon you have available.

If you want to transfer a Pokemon from Gen 3 to a Gen 7 game all you need to do is to open the respective save file to the program, click a pokemon and copy one to your PC aka export a pokemon, after you've exported a pokemon, you then proceed to open the new savefile that contains the Gen 7 games, once you've that ready, you can import the pokemons you've exported from your Gen 3 to your Gen 7 file, you can alter some values to make it look as if you had a legit/legal pokemon in case it doesn't appear good, but usually that shouldn't happen

The pokemon exported are a bunch of files that end with .pkx (x being the number correspondent to the region in which the pokemon belongs to, example: hoenn = pk3 sinnoh = pk4, etc.) so you can deduce easily the origin of your pokemon through that number too, this is valid with any region or generation as far as I know
 
Also putting it out there, drastic on android probably has the easiest to use pal park migration function, so if you have an android I'd reccomend that.
