ROM Hack Transfer Save file from 3DS to VBA on PC and Back?

Is there a utility that allows this?

I'm playing Megaman Battle Network on my 3DS, and I'd like to transfer the save file to PC to continue playing there with fast forward. Is it possible to move the save back and forth?

It work, but it's outdated.
Check one of the latest decrypt9 releases (GBA VC Dump/Inject).
