Not really, because the System Settings just calls a service to update, so that service downloads and updates, and it checks that the files aren't older than the ones you already have too.
Ah. Well i hope to god something comes up in the future in the way of the kernel.

Via the sky3ds card and a suitable backup rom, would it be possible to dump and decrypt the rom (via braindump) and then install that as part of the homebrew selection (not requiring the cartridge to still be in the device later).

No, because the service is handled by the kernel. The service is a sysmodule.

You can dump it, but you can't install it.

If I have a 9.2 O3ds and I do a system transfer to a 10.1 N3ds will the N3ds get 9.2 or stay on 10.1? Will it force an update on the O3ds?

The n3ds won't be allowed to receive the transfer without being updated to 10.2 first.
The o3ds also won't be allowed to send the transfer without updating first - it's possible to avoid that update by spoofing the 9.2 o3ds (can't be done on firmwares above 9.2), but even then the transfer won't work to a newer firmware version because the system transfer app has been updated and is incompatible with the newer version.

Anyone knows how to use SmashHax? So far it's own repo page is no help whatsoever. How do you suppose to broadcast the thing in the first place?

Is it possible that we could get something to unblock r4i 3ds carts using homebrew using something like running it on a previous firmware like what hans does?

I'm on OLD-10.1.0-27U, and already got the browser-disabling nag screen. Prior to my lone failed attempt to run browserhax, I'd relied on tubehax to get to Homebrew Launcher.

Is there any way to get into Homebrew Launcher to run once more so I can install themehax and have that as an entrypoint for running HBL?

As you can tell, I'm not one to run HBL all the time, but instead use it sparsely for doing save data backup/importing (usually for using PKHex on OR/AS saves).

Does newest ctrulib allows to port scummvm for the 3ds? Or would it need kernel access?

Browserhax is "blocked" through DNS. If you disconnect from internet, suddenly the nag disappears and you can use the browser again. So this nag is really, really thin. The way to do it is:
1. setup browserhax in your PC or laptop with the yellows8's sources of browserhax at github with a web server with php like XAMPP.
2. launch your phone's (android) wifi acces point but make sure your phone can't access internet (disable data).
3. configure the 3ds and the pc to connect to your phone.
4. find what is your pc IP address inside this new network and start XAMPP.
5. visit browserhax using this link http://XXX.XXX.XXX.XXX/YYY/3dsbrowserhax_auto.php (where xxx is the pc's ip address and yyy is the route you laid the files in xampp
6. ???
7. profit

Unfortunately, I don't have a phone capable of doing that. All my phone does is make calls and send texts.

You can try a using a laptop as AP or just disconnect the internet cable from your router if you have DSL. The point here is to use the Local Area Network and a local web server without internet connection.

I see gateway 3ds is stuck at working with 9.3 and up. Same as cfw. Is this possible to work around?
