The cheapest online/physical store to design beach/board shorts

I want to find the cheapest online/physical store that can design the custom beach/board shorts based on the design files (e.g. png, psd) I made.

Can u help me find? Make sure it's budget-based and may be one or low number batch.

Have you performed a google search? Us people from tropical climates are a minority on this board so I doubt many people wear clothing like this. I'm from the very northern tip of Australia near Indonesia and the local attire is nothing but board shorts But i've never heard of custom ones being manufactured here.
