Hahaha, this guy (the Youtube dude) is the same bull as Yakara Colombia. Both causes a lot of problems on people systems by using outdated methods, and never take responsability.
Glad almost all of this self-proclaimed youtubers are changin' their content or leaving the platform, they cause more problems than the ones the solve.

Usually, when something says "unsafe" it isn't the best idea to do it.

That video is weird. Best I can tell, unsafe mode doesn't require pokemon picross. This inconsistency makes me trust the video guide even less. You can't use unsafe mode either, as you will need to go to dsiware management in system settings.

It seems like seedminer, legacy, pichaxx from the guide listed multiple times might be your best option. Although you might want to try the normal recovery mode first. I would like someone else's opinion on this before you do this, but that might fix it (although not reinstall cfw)

Im pretty sure all those other options you mentioned are moot as OP said they couldnt access the eshop to get a copy of the game needed to get into cfw.

Can Nintendo fix this? Yes.
Will they do it? I very much doubt it!

Buying a N2DSXL is a lot more expensive than getting the R4i Gold 3DS Plus (or if you have at least temporary access to any other DS console getting a crappy $5 flashcart compatible to ntrboot). If you are interested in fixing the damage: Look at TurdPooCharger's signature for flashcart options.
