I've had enough of this. Why do so many people think deleting everything will repair something?? This does not make sense! You're not the first one to run into this problem. But for the first time I will link to my own thread:
https://gbatemp.net/threads/about-removing-b9s-and-the-safety-test.541718/
Removing CFW means you'll have no way to fix it. Like throwing away the spare tyre because you got a flat. [...]

Reinstall B9S with the ntrboot method and after that troubleshooting becomes possible.

Edit:
Try updating in Recovery Mode. Maybe it repairs some damage (though I doubt it)

this should help and stop asking: https://bit.ly/2WmXcBt
How creative, how constructive and how helpful!

Honestly: lmgtfy completely misses the point here (and is a sign of arrogance on my opinion). Any simple search for installing CFW on a 3DS will assume the console is fully working and probably suggest things not applicable in this case.

Without System Settings and eShop all that remains is
https://3ds.hacks.guide/ntrboot

You do realize that you only got yourself to thank for this mess you got into. I dont get why you wouldnt of posted a help thread on here before doing something the such as uninstalling cfw. You got your options laid out for you now as to how to get the console rolling for getting it fixed....or..yanno...just buying a new console and starting over again with it.

well, in OP defense, earlier on in my learning curve; I had frequently found things in the Github guide (& others) that assumes a particular knowledge, status or condition which may not exist, or be known/understood, therefore making the info less/not helpful or frustrating to someone coming there for a specific, nonlinear problem. Much of it is based on knowing some other previous piece of information, (or term) with which without the said piece of info, you're dead in the water in understanding what they mean...

This becomes even more complicated if English isn't your first language.
That being said, I am grateful it is there as I am sure tens of thousands of others are as well.

Guides need to start with a Warning that deleting all does NOT equal restoring to original status, as noob logic might first indicate.

OP has has over 4 months of lurking on here. Even in that time there has been enough posted that you should have some basic understanding of what you should and shouldnt look at doing, aswell as that if you have any sort of question or concern that here is the best place to ask before touching the console.

Hello.:)
Guides need to start with a Warning that deleting all does NOT equal restoring to original status, as noob logic might first indicate.

You maybe forgot one important Word: GOOD Guides.:)

Like this

I do not know any good "Video Guide" (Youtube) starting with that Words. And so many People watch this.....Guides....and after watching them, they are landed then here on GBAtemp.:)

As @lone_wolf323 correctly said, reading here should be enough to get Informations and doing successful Modding.
But what should I say, look for yourself in the Wii Section how many Users still using Flash Drives or installing the "not good" cIOSes......:D

Thank you.:)

A warning like this?

Uninstall warning.png

Or if the language is a problem maybe
Uninstall warning2.png
Uninstall warning3.png
Uninstall warning5.png
Uninstall warning4.png

too lazy to screenshot every language…

The last thing I want is being mean to somebody. My first reply to this thread was less friendly than I use to be on GBAtemp. I should have said it less blunt. What I wrote and how I did it came purely from frustration. No offense intended. Text-only medium does not carry that well and my feelings made me express that badly.
But I did my best to include a possible solution as well: ntrboot (which is the only thing I can think of in that case)

Nevertheless the warnings are everywhere. GodMode9 makes the lower screen go red. It is impossible to miss this warning and it is impossible to accidentally (overused and abused word!) make GodMode9 do bad things.

There is nothing that can be done to prevent people from doing things they don't understand. If one doesn't understand and/or ignores RED warnings… what else could possibly be added?

well talk to this guy he said its safe and i followed him
Talk to this guy? Okay, do it. Tell him that uninstalling CFW can have "funny" side effects -- even if the safety test which luckily seems to be part of that video (no, I will not completely watch every random YouTube tutorial) works.
I can't do this: No Google account. And I doubt he will care anyway.

That guy said it is safe.
I say uninstalling CFW is unnecessary, does not solve any problems and can potentially be harmful and can make troubleshooting hard or impossible.
