If you region change the PAL games they will work. That is if they are capable of running in NTSC mode. Some games just won't.
You can still also run the PAL games from Disc Channel if you use rebooter.

How does it work exactly?
It asks you what Source Base IOS to use and Which Dip Module to use and Which IOS to install it to.
Typical configuration might be IOS36 with IOS36 Dip 7 installed to IOS249
Search and read the threads on the installer. It's pretty straight forward once you play with it a bit. You'll want the IOS files installed in the 00000001 folder on your SD card like the directions show. I put all the IOS36 and IOS37 files on my SD and use those two only.
