Sounds like you either have preloader installed or you need to install a clean system menu and ios249 is fine

I'm going to update my hacks.ini for all the preloader users.
Lack of 4.2 Region Free was the only reason I stayed on 4.1. Now I'm going to upgrade to 4.2.

You are correct. You should install 4.1 (StartPatch) if you are in firmware 4.1. Plus, in there there is no need for a region free gaming patch, because it still works.
