Technically it is. He's advertising his own server in order to find people to play the game with him. However it's non-commercial advertising - he doesn't gain anything from it. He just wants to play with more people (and currently it seems the game only supports 8 players at once).

I don't think the mods will lock the thread for that. As for myself, I've got my own hamachi network with plenty of people to play with, so I've no interest servers with people I don't know. Especially when they only have 3 posts on the forum so I don't know what they're like.
