I do not know actually, because these aren't the default options in hekate ;w; they look like custom ones in Chinese? but if I had to take a guess, then yes. Stock Sysnand + CFW should be CrackSYS.
If it doesn't let you connect and you're sure it's not a DNS problem, maybe it is your own internet connection?

also (unrelated), regarding the ability chunks:
Looks like the addresses are semi-dynamic. When you earn chunks or use them via Murch, they go down in the memory, but they're always in the same place.
The x99 cheat will always work because you're setting them all to 99, but if you wanted to edit them individually, you'd need to do manual RAM editing to figure out which one you're changing.
Base address is 0xBE074750 as of ver1.1.2, then you have four bytes (ability ID, from 00 to 13), and another four bytes (the amount of chunks you have for that ability). Then you jump 0x30 onto the next ability.
There are a total of 15 abilities with editable chunks (the 14 you see in game + a mysterious ability with ID 108. I wonder what that one is? or perhaps it's something else that shares the memory space with the ability chunks?)
For those who have sys-botbase installed, I am working on a tool to make this kind of edits easily without cheat codes =)
