I think they made a software that asks you to enter the per-console-key (obtained by OTP dumper) and then it will format your USB and insert a WUD into your USB.

Maybe they copy the .wud from the SD card to the USB directly in the wii u, same method than loadiine with miimaker or Smash giving SD card permisson to the user, but with the USB.. No IOSU need, no even the OTP keys. With this metod we may have usb access in loadiine to, coping the game files first from SD to USB in the wii u. Is there a game or app with USB permission?
