ROM Hack Sonic Chronicles Revamp

Okay, so I'm starting to successfully edit the SSEQ's of the game and replace them with custom MIDI's instead, but what I'm looking for now is a way to open the .TLK files, which is where the game's script is kept, and edit it, then save it back as a .TLK for the game to use. Are there any tools that will allow me to do this? Any help is appreciated!
