I don't think Serbia or the Balkans in general are the next great region, compared to say their efforts in Thailand and Korea.
It is not the most technological country out there, electronics assembly for cheap goods/technically we are assembled in in this part of the world often going to Hungary which also has the benefits of being in Europe and Croatia would probably be said to beat them in tech. There are any number of other locations I might have picked for R&D. More heavy industrial is not absent but it is not something most would note.
Shipping is not the easiest (it is landlocked, though land routes are not the worst, there is also the Danube).
If it is a parcel of land then while it is not the most expensive country on earth it would surely still be cheaper to buy an existing warehouse or office, or subcontract out repairs or shipping and storage. If it comes with a warehouse or something (or one to be built) then OK.
While I mentioned Europe above it might not be that, however it probably not the place I would pick for a push into the Balkans.
