Err, pretty sure it's the same method as the previous firmwares. So, you should just need to have a usb stick and a computer so you can run the webkit.
A Wifi Dongle are you talking about? No, all you need is a computer, normal usb stick, and a home network (e.g: the stuff that Internet Providers install into your house) that you can connect both your PC and PS4 to.
