I recreated the Joystix Battle Damage Font mod that everyone on the wii u has for 3ds. Original link to mod creator for wiiU here. I quickly threw it together, so it may need some tweeking.

What's the status on vertex editing? Is it similar to model importing when it comes to functionality?

There is an add on for O3DS Rebirth that basically brings the same functionality from Ohana, but with .mbn files as well as .bch files. Unfortunately it's still private, and the creator hasn't responded in a month

Yes, because ohana rebirth's importer doesn't keep rigging for some reason

Yes you can export the skeleton of any model in the game by exporting the model as dae or smd
