Curious term there.

Can't say I have read anything about it, most people either using a save editor or dumping the save and using a PC emulator to do the deed before restoring the save.

Transfer the Mons to any Gen 4 game as you would normally, then put save in PKHeX (easy if you use TWilightmenu to play DS games) and drag & drop those Pokemons to the desired save you want to transfer to (of Gen5,6,7,etc),and it would transfer as if "legally", if there's something wonky with your Pokemon PKHeX will tell you i assure you.

PKSM does all forward generation transfers identically to doing it in game afaik, or at the very least I know forward generation transfers are always legal, so just using PKSM is perfectly fine.

Looks like that GBA save code is still in nds-bootstrap, but it doesn't work currently. There has been some talk recently on Discord of trying to get Slot-2 emulation working, but nothing's actually been done yet besides I guess a couple old not (fully) working bits.
