Do all slot-2 flash carts allow you to run only one gba game at a time?
Why would a GBA flashcard support 2 GBA games running at once?
A DS flashcart also doesn't support 2 running games at once.
No. I have only used the EZ IV, with an acekard, and I have loads of GBA games on it.
The amount of GBA games you can store on the memory is limited by either your NAND flash space or your MiniSD/SD space.
I suggest trimming GBA ROMS to save extra space.
Guys he's talking about flashing to NOR versus RAM and shit like that.
I'll make life easy for you OP. Buy acekard 2i and EZ flash 3in1. Your only limit is the size of the micro sd.
But don't you still have to flash 32Mb ROMs like Mother 3 to NOR, which is only one game at a time?

Anything you can buy today will use an external memory card for long-term storage. The days of reflashing the cart just to change the current game are long past. Even if you have an old cart, typically you can add more *.gba files to the end of the cart as long as you don't exceed the cart's overall capacity.
Unless you have a Flash2Advance cartridge and are reflashing a new Pogoshell image every few days, I wouldn't worry about it at all.
EDIT: Re-reading the original post, don't forget that every flash cart has its own internal bootloader that lets you choose which *.gba file to launch.
