Hardware SD Micro mangament "needs premission"?

I'm trying to move the Luma updater to my N3DS and it says that I need permission to move it.

Is there anything I can do?

Cant you just simply put your SD to your PC?
Only thing I can think of is parental control.

I'll have to find my usb to do that.
It's got nothing to do with Parental control as I've not touched it.
