Hardware sd card unlocked but still says writen protected

Oh it's happening to more than one unlocked cards?
Dunno then.

Try formatting one of the cards
or
shutting the 3DS down fully and trying the sd again.

It's probably your SD reader, I've had many SD issues solved by using different SD readers.
For example, my laptop SD reader very rarely will actually be able to explore a SD card, however my dedicated USB SD reader works perfectly.

Apparently you're supposed to (according to the 3DS booklet) shut down the 3DS before removing/inserting SD cards, or you risk damaging the SD data.
But this is probably Nintendo just covering themselves.

Check your SD card drivers and make sure they are up to date, also if you can try adding a file on a different computer. If you can it's definitely a problem on your computer.

I had the exact same problem with my 3DS's SD card. I was positive it has to do with the SD because I would insert other SD cards and my computer would read them normally. One day my 3DS's SD card decide to work and ever since its been working like a charm. So try fiddling with the SD card.
