i don't know who to report it but that patch(Moon Version) seems to also include 100% catch rate.
I just captured 3 Digletts, a Nosepass & a Phantump in a row from full HP with regular pokeballs.

EDIT: nvm, upon further testing it seemed it was some Pretty Hardcore Coincidence.

I Dont need to... not much people need the patch tho. at least for what I have seen, ppl are more intended to use ntr or gw rather than small feature patches.

But I'm pretty sure for anyone with an o3DS and no GW this is the only option for them. NTR on o3DS doesn't work with SuMo from my understanding. Not sure how many people are in that position but is probably still a decent subset of users.

I personally would love to see more patches like these.

well... S/M runs extend-ram mode... ntr is not an option on o3ds for sure.
