ROM Hack SaltySD slow loading times and occasional dropped local connection

i just installed saltySD 1.1.6 so that i can install some music mods on my 3ds ver of smash without rebuilding a CIA file. i read that the slow loading times were supposed to be fixed with the cachegen.py. i have it on the root of mu SD card and i ran it via command line but im not sure its doing much.
in the saltysd/smash/ folder theirs a cache.bin their thats 1kb (i haven't installed any mods as of yet, i am preparing to) i was wondering if this was normal?
