Lol this was actually a palette you should download crystaltile and get used with the known formats.And refrain from starting a translation project before you learn the basics.

what table file do I have to use? from what I see, i can't find any strings.
I can't find a font file either
(maybe i wasn't searching hard enough.)
and nope- if there is a Korean table for windhex, i'll try that. I don't think emeditor works, or maybe there are some type of compression..??

some translation guide:
when you get to the main menu (after the "press start)
you will get on the top line:
모드 선택 - select mode

Luffy says
하고싶은 모드를 골라주라! - Select the mode you want to play!

and on the bottom screen, there are 4 selections.
스토리 모드 - story mode
대전 모드 - literally means competition mode, but can also mean battle mode or arcade mode etc etc
해적 명감 - hard to say... 해적 means pirate and 명감 means something like "knowledge" , "high intelligence" etc so anything similar to that
옵션 - option

once you get into story mode, if it is your first time playing, it will skip automatically to the beginning of the story mode. If it is not, then there should be two options:
이어서 하기 - Continue
처음부터 - From the beginning / new game

When you go to the battle mode/ arcade mode etc etc
COM 대전 - battle COM
통신 대전 - hmm.. wireless battle
다운로드 대전 - download battle (so it should be "single card battle")

when you get in the 해적 명감 or as I said, pirate "intelligence" or "knowledge"
카드 일람 - view my cards / card view
덱 편집 - edit deck
카드 교환 - trade cards
현상금 확인 - check bounty

In the options section
배틀 시간 - battle time
COM 세기 - COM difficulty
적 게이지 - enemy gauge
데이터를 지운다 - erase data
결정 - Confirm

In these sub menus of the main menu, way on the bottom on the black line, there are 2 things with the A and B buttons which says
(A) 결정 - confirm
(B) 되돌아감 - back / go back

in the main menu, when you put your cursor over a selection, the text that is displayed on the top screen:
story mode - 좋아하는 케리터로 모험을 할 수 있다! - Go on an adventure with your favorite character!
battle mode - 친구나 컴퓨터와 대전 할 수 있다! - Battle with your friends or a computer!
해적 명감 (again, i don't know the right trans for this) - 지금까지 모은 카드를 확인하거나 교환해라! - Check or trade the cards you have collected!
options - 게임의 설정을 바꿀 수 있다! - Change the game options!

in the story mode sub menu, the text that is displayed on the top screen:
continue - 저장한 곳에서부터 이어서 할 수 있다! - Continue from your last save point!
new game - 캐릭터를 새로 골라서 모험을 시작하자! - Choose a new character and start an adventure!

in the battle mode sub menu, the text that is displayed on the top screen:
battle COM - 컴퓨터하고 대전이다! - fight with the computer!
wireless battle - 친구하고 대전이다! - fight with your friend!
download battle / single cart battle - You can do a download battle!

in the menu that i do not know of the trans, the text that is displayed on the top screen:
card view - 지금까지 모은 카드를 확인해 보자! - Check the cards that you have currently collected!
edit deck - 지금까지 모은 카드를 가지고 덱을 만들 수 있다! - Create a deck with the cards you have currently collected!
trade cards - 지금까지 모은 카드들을 친구와 교환할수 있다! - Trade cards you have collected with a friend!
Check bounty - 캐릭터의 현상금을 확인할수 있다! - Check your character's bounty!



Story: (with luffy)
루피 - luffy
이야ㅡ 오늘은 출항하기 좋은 날씬데ㅡ Wow- it's a good weather to sail-
그럼 가볼까아!! Let's go!
로그 타운 - rogue town

Here, you can go to the options menu. there are 3 selections -
덱 편집 - edit deck
옵션 - option
스토리 모드 종료 - quit story mode


in rogue town
조로 - zoro

once you beat zoro, you go to a result menu.

루피 - Luffy
쓰러뜨림(+1) - Kill (+1)
쓰러짐(-1) - Die (-1)
떨어짐(-1) - Fall (-1)
합계 - total

on the bottom of the bottom screen on the black bar,
(A) 다음으로 - (A) next

2nd result screen
현상금 - Bounty

here you can get multiple results. the ones I got -

순위 보너스 1위! - Rank bonus 1st place!
카드를 사용하지 않았다! - Did not use a card!
한번도 지지 않았다! - You did not die once!
아이템을 줍지 않았다! - You did not pick up an item!
합계 - total

and you will get a card...
on the bottom screen top right, there is a text that says 카드 획득 which means received a card
대전에서 1등이다! - 1st Place!

and you will get a random card.
some stuff to kind of understand some effects:
공격력 - attack
방어력 - defense
(will post more when found)
상승 - rise (you will see this word after 공격력/방어력 etc)

after each effects, there is a letter between parenthesis.
(중) - Medium
(소) - Small
(대) - Large

and some cards have something between these: < > which are names of the characters. the effect following this only takes effect when you are controlling the character that is named in the middle of the < >.
some character names I can think of in the top of my head:

루피 - Luffy
조로 - Zoro
나미 - Nami
프랑키 - Franky


after the results, back to the story
(oops i accidentally skipped it)

well then in the main map
포네그리프 유적
Ponegryph (don't know how to spell the pronounciation) remains

but i can't find any korean texts in this so.... i'll see if I can find any japanese text in the japanese ver so I can use the korean one as a reference and use the japanese rom for translating.
and I do not like graphics hacking, so if someone can do that (all should be in the 2d folder) i might do the text hack.
