Well, try reinstalling freeShop or switch to a different CFW.

Uninstall freeshop, delete all freeshop files from the SD, then set it up completely fresh. If that still doesn't work try luma or use ciangel.

Make sure you create a "freeShop" folder on the root of your SD and put an encTitleKey.bin in there.

yup install freeshop and create a folder called freeshop on the root of your SD and the throw encTitleKeys.bin into it

Yes.
You'll need a regionFree patch though. (If you have Luma3DS you're good to go!)

Yes, if someone bought them and uploaded the key. And make sure you use a CFW with region-free.
