No you can't. 3DS files generated this way are not encrypted and thus cannot be launched through SKY3DS (at least on a retail 3DS, not sure about the dev units), because SKY3DS makes the console think it is an actual retail cartridge, and retail cartridges are encrypted.

They are completely broken / not present and therefore won't work with a Sky3DS.

No you can't (aint'I repeating myself a bit here?). You cannot encrypt code that easily, as it uses asymmetric encryption, the fact that you can decrypt it doesn't mean you can encrypt it that easily. You'd need Nintendo's private key to encrypt a 3DS file, and AFAIK this has not been leaked nor bruteforced, so nobody's able to do that except for Nintendo's higher-ups.

You are slightly mistaken. The code is still signed, it is just not encrypted (or encrypted with a 00'd key if you prefer).

This is nothing more than RazorX2014 converter from Maxconsole but in exe format.
Even the option 6 (check for updates) redirects to his mega account.
