Homebrew Region Changing eShops

Can someone explain to me why the eShops don't work when already used? If you somehow clear eShop's data are you able to use the region changed eShop?

I'm not sure, but i have a wild guess. The servers store your console id probably, and when they see it in another region they go: "Hey! This isn't a [REGION] console id! They can't go on the eshop!". Just a wild guess.
