Hardware Question: What firmware could either of these be on?

I plan to buy around Christmas time, they're brand new from Nintendo UK store, European, would they be above or below 11.0 firm? Or anywhere else in UK that sell black N3DS non-XL? Brand new ideally and below 11.0
