Sorry if this is a noob question, but I just want to know. Can you restore a NAND backup without a hardmod when your 3ds is hardbricked?

No. A hardmod is required to write the NAND backup to your 3DS (If it's hardbricked, it can't boot. There's no other way to do it)

if it is already to the point where you can not even load a cfw, yep had to hard mod it.

buy a soldering iron, and if you want your old sysnand back? earn it!
