Hey so, i was wondering if its at all possible to be able to mount a ds rom as a cartridge so specific games like 'Pokemon Dream Radar' would recognize a games like white 2.

You can't (as of current knowledge, but probably for a very long time in the future) - there are no (consumer) true DS flashcards like the Sky/Stargate for 3DS or the classic externally programmed GB/C/A ones
Probably easier to mod the 3DS title in question to remove the check (for what, though? the rewards are redeemed by writing them to the DS card's save)

Or, I also heard that if you use flash memory, it can act as more "RAM" at least windows tell me when I stick a flash drive into it. -
