No. we can read the drives on PC! You will need ftpiiu on your Wii U and FileZilla on your pc

Then you're not reading the drive on a PC, you're using a network file system which exists exactly to abstract implementation details like actual disk filesystems

But you can edit it what you are asking for is impossible because each drive is associated with the console, which means that you can’t insert your Wii U drive to another Wii U. Which means you would need an adapter specifically for your drive

Someone made a hard drive converter for Xbox external drives but it’s not the same process as the Wii U ones which have more security
