PSP 6.61 OFW - Error 20000006 When Trying to Access PSN

Hello, everyone! First post, so I hope I'm not breaking any rules. I am at my wit's end trying to fix this! I even uninstalled CFW, but the problem persists! My phone hotspot is 2.4 GHz, completely open with no security. Signal strength even shows at 100%! Yet, the moment I press 'Sign into PlayStation Network', I get this error message after it connects.
I just want to redownload some games from the PlayStation Store! This is a Japanese PSP, if that matters at all (the account I want to use is Japanese too). Please help!

Thanks for trying! It's not looking too good on redownloading these games. Oh well.
