If you edit child_1 and child_2 you also need to edit utility.bin.
Something bothers me about utility .bin though
at hex address 1716 starting at HEX Value 65 and ending at address 178E ending at value 67 are the following .bmg.l files

"eng.bmg.l fre.bmg.l ger.bmg.l ita.bmg.l jap.bmg.l kc_m.NFTR.1 1c_s.NFTR.1 spa.bmg.l usa.bmg.l"
Clearly we can see that there is ENGLISH, FRENCH, GERMAN, ITALIAN, JAPANESE SPANISH AND UNITED STATES here.
I wonder what the "kc_m.NFTR.1" and "c_s.NFTR.1" are.

Still if you change NTRJ to NTRE or NTRU then be sure to do the same to child_1, child_2 and utility.bin because you are changing a pointer will become a floating pointer and break the download utility.

I am currently changing the NTRJ in child_1 child_2 and utility to NTRE, if that fails, I'll try once again with NTRU but I am going by what my Heart Gold Cartridge says: "NTR-IPKE-USA" NinTendo Retailcode IPK(E = Language) USA(Sell Region)
That's why I think I need to change NTRJ to NTRE that is clearly looking for the cereal in the ROM.

Changing anything with NTRJ will cause the download app to not function.
Altering utility.bin won't do anything other than making it not work, rendering you unable to change your system's WFC settings in the process, since it's a generic program present in all WFC-compatible games. Changing NTR is also a bad idea, since that's the program header. Given the process of how DS Download Play (multiboot) binaries work, they are actually secured using a strong RSA encryption, so changing only a single byte will give problems either the client's RSA check in downloading the binary, or during execution.

One thing I did notice in both source binaries (child_1, child_2) is the string the binary uses to check for an acceptable game (search for a test string 'CPUJ' to find it). Except if you change as many J's in that string as you can to E's, you'll have those problems with RSA checksums. Best solution is to wait for the USA games to release, and just replace the binaries with the other region's; hopefully that should allow JPN->USA and USA->JPN transfers.

I trust you know how to obtain the game ID and edit cheat code files, if not then YOU ARE A n00b!
It didn't work for me... Well the code works perfectly fine, but when I go the people with the Celebi, nothing happens.

EDIT: nvm, I'm an idiot and didn't see that you already said this >.> Good luck for making a code to make Zorua!

If you have a legit cart for an older 4th gen game, you can transfer from this older game to B/W. As long as the game that is being taken from is an actual game, you can transfer.

This.

When I got an error when I tried to do this with my legit J. Diamond and R4 Black rom, I started a new game on my imported Black. When I got to the Pokeshifter again, I got the same error again (wth). So then I decided to google the error (to no avail even in Japanese), then found out what was wrong: I had to set my DS to "boot to menu" mode (rather than auto-boot game), as otherwise it wouldn't recognize the game (Diamond) if I put it in later -- without changing the booting mode I had no way to boot to the menu in such a way that it'd still 'see' the cartridge. After changing this, it worked for my R4 Black as well.
