Try the latest stable version then. Other than that, I don't know how to help you. If you have the 1.1 update installed, "Enable game patching" enabled, and you have the code.ips in the correct folder, then it should be working.

Just remember that Sun/Moon have a longer loading time on a 2DS since it's an extended memory mode game. Just tried it on my 2DS (a9lh+latest hourly) and it worked.
I counted 24 seconds from the moment I tapped the icon on the Home Menu to load the game until I saw Solgaleo in the opening movie.

Maybe? If you have the following:
* Latest Luma (stable or hourly)
* code.ips in SD:/luma/titles/0004000000164800 (I would like to see this folder in picture form).
* "Enable game patching" in Luma's settings enabled
* Firmware 11.0+
Then it should be working.
