It's purely because of the slot machines. It was said that they removed slot machines from Pokémon when new laws passed because keeping them in would require them to raise the ratings.

to be honest with you, it could have had something to do with the game corner. or even misty's sprite as it was a bikini, either way it is what is it and i doubt it will be changed anytime soon. if anything it will probably be changed on release, or near release date for the vc versions of these games.
