Homebrew Pokemon box manager homebrew?

Say I wanted to make a Pokemon box manager homebrew, something that can modify/copy/insert boxes of pokemon at a time, handle/create pkm files and modify pokemons existing stats. A couple questions;

I'm fairly new to programming in general but that shouldn't stop me from learning or asking questions as I go. Where would I start? Should I use the web browser or ninjhax? Do I need kernel access to decrypt saves? With the web browser can I make a simple ui as easily as ninjhax?

The amount of code you need to write to get adequate editing requires a fair amount of time (wasted).

Just use PKHeX on your computer by using RAM2sav & web browser exploit.

Didn't know that existed, thanks. Still it would have been nice to just have a little 3dsx where you can do everything right there. Oh well.
