Gaming Pokemon Black new game...

So my city in PB is empty, which apparently happens if you don't play for ages before you get there.

If I start a new game, will it have people in it again? (assuming I hurry to get there)

And, sort of related...if I start a new game, will I lose the cards I've picked up off nintendo wifi over the months? I have four of them right now.

I've never heard of that. Which city is it? What exactly is happening?

If your talking about Black City then all you have to do is connect (Entralink or something like that) with other people and rebuild your city.
Yes, the city clears out if you don't play for 10+ days.
