Gaming PokeGen Question for Pokemon White

I was wondering how can you make a legal Latios through PokeGen? It has normal EVs and IVs and I made the original game Ruby and I met it through Poketransfer and I caught it at level 40 but it won't pass the Legality Checker.

Probably cuz u made the original game Ruby. Make the original game Heartgold or Soulsilver. Also make sure all of its moves are legal and it has a legal ability.

Make it either Sapphire or SoulSilver, since it is impossible to find a Lv. 40 Latias in Ruby.

Out of curiousity... Are you trying to pass it through legal.exe?
I'll have you know legal.exe hasn't been updated for Gen V, so every Gen V .pkm file will come out as hacked.

Oh okay, thanks. Yeah the moves are all legal and the Legality Checker for random battles is what I'm trying to pass.
