I'm starting to work on this.
Figured out how to switch the encoding for these from ANSI to UTF-8 so that I can use Google Translate to get the translation.
Then used HexEditor like example above to adjust the ANSI values for this to the English Text.

Also found that the archive.psarc is compressed and contains further assets/resources for some of the other text.
Need uTinyRipper and psarc/UnPsarc to extract these assets further.

Uncompressed the assets will be about 1.3 GB containing files starting with tbl_ that need the same kind of translation.
Once compressed again the file will be 229 MB again.

Recompress command looks like:
psarc.exe create -a --skip-missing-files --inputfile=input.txt --output=C:\psarc\archive-new.psarc -y


Not sure how to re-encrypt the file though and using in RePatch doesn't seem to change anything since I think it is already opened/locked prior to the repatch taking effect.
